In 2025, more than 19,000 Marylanders with intellectual and developmental disabilities spent over $3 billion on Medicaid waiver services and Direct Support Professionals (DSPs) to live, work, and thrive in their communities.

The problem is big and persistant.

Nationally, DSP turnover averages 45% a year (compared to just 3.5% across all industries), and vacancy rates run above 9%, leaving people without the consistent, qualified support they need.

We know what needs to be fixed.

Maryland's own 2024 DSP Workforce Shortage Think Tank confirmed what families and providers already know: low wages, thin benefits, and few career pathways are driving people out of a job that is, in reality, skilled, essential work.
